Bug tracker errors

Often when trying to modify bugs it comes back with
Not found: internal_error.html

(This was trying to add a comment to bug #23)

Yes, that's an issue that pops up with Roundup (the bug tracking
software). I couldn't pin down the reason, but found reloading does the
trick.
